{"id":8969,"date":"2024-02-27T16:10:17","date_gmt":"2024-02-27T23:10:17","guid":{"rendered":"https:\/\/sandbox.aclin.org\/test\/?page_id=8969"},"modified":"2026-02-04T13:11:02","modified_gmt":"2026-02-04T20:11:02","slug":"investment-policy-2","status":"publish","type":"page","link":"https:\/\/sandbox.aclin.org\/test\/investment-policy-2\/","title":{"rendered":"Investment Policy"},"content":{"rendered":"<h1 style=\"text-align: center;\">Red Feather Mountain Library District<br \/>\nInvestment Policy<\/h1>\n<p><em>Approved by the Red Feather Mountain Board of Trustees, July 25, 2023.<\/em><\/p>\n<p>The intent of the RFMLD Investment Policy is to:<br \/>\n\u2022 Protect against the loss of any funds.<br \/>\n\u2022 Ensure that sufficient funds are available to maintain library operations.<br \/>\n\u2022 Optimize returns with the appropriate safety and liquidity parameters.<br \/>\n\u2022 Conform to all state and local statutes governing the investment of public<br \/>\nfunds.<br \/>\nTo RFLD\u2019s best advantage, cash balances in any funds eligible for investments will<br \/>\nbe invested temporarily in securities and\/or deposits as defined in Colorado<br \/>\nRevised Statutes \u00a7 24-75-601.<br \/>\nOperating funds will be kept in FDIC insured instruments to fund RFMLD\u2019s daily<br \/>\noperations. No less than 180 days of estimated operating expenditures should be<br \/>\nliquid and accessible to fund operations.<br \/>\nAll deposit type securities and money market instruments will be collateralized as<br \/>\nrequired by law for any amount exceeding FDIC coverage.<br \/>\nAll securities will be collateralized as required by the Public Deposit Protection<br \/>\nAct (PDPA) for any amount exceeding FDIC or Federal Savings and Loan<br \/>\nInsurance Corporation (FSLIC) coverage. Money market instruments such as<br \/>\nmoney market mutual funds registered by the U.S. Securities and Exchange<br \/>\nCommission and qualified under C.R.S.\u00a7 24-75-601 and state pools qualified under<br \/>\nC.R.S. \u00a7 24-75-701 will be collateralized as required by law.<br \/>\nRed Feather Mountain Library District Investment Policy July 25, 2023 Page 2<br \/>\nShort-term investment maturities for all funds will be scheduled to coincide with<br \/>\nprojected cash flow needs considering large routine expenditures and sizable<br \/>\nblocks of revenue.<br \/>\nAll investments will be approved by the RFMLD Board of Trustees. The Library<br \/>\nDirector, Finance Librarian, Finance Committee and Board of Trustees will work<br \/>\ncollaboratively to manage investment activities. They will be guided by the<br \/>\n\u201cPrudent Investor Rule\u201d which states that investments will be made with<br \/>\njudgement and care under circumstances then prevailing, not for speculation but<br \/>\nfor investment, considering the probable safety of the capital as well as the<br \/>\nprobable income to be derived. The guiding principles for RFMLD investments<br \/>\nare safety, liquidity, and yield, in that order.<br \/>\nThe Board of Trustees will not be held personally responsible for specific<br \/>\ntransactions when exercising due diligence and when acting within the guidelines<br \/>\nof RFMLD policy and state law.
